What it means
Either the skills you need are not present, or you have allocated people to tasks, who don’t have them.
What to do
• Skills survey
• Mentoring/buddying
• Reallocation
• Training

Performance issues
What you see
People are systemically underperforming
What it means
Low morale or political agendas
What to do
• Assess morale individually and team-wide
• Address this
• One-on-one conversations and feedback
• Team meetings
• Support, guidance and training
• More careful task allocation
• Closer monitoring
• Recognition and celebration of good performance
Discipline problems
What you see
Absences, poor timekeeping, disrespectful behavior, rule-breaking and process abuse. Larking about that extends beyond collegial fun. Selfish or boorish behaviors.
What it means
Opting out of rules or values
What to do
• Reconfirm rules
• Team meeting to reset team values
• Individual conversations
• Consistent application of warnings and sanctions
Discontent/morale
What you see
Low-level grumbling and complaints, lack of enthusiasm and reduced effort, gossip-mongering and disruptive and manipulative political behaviors.
What it means
People are unhappy with something
What to do
• Fid out what is wrong
• Put it right
• Do not put up with individual saboteurs – be prepared to discipline them if necessary
• Then build positive motivation
